Core Municipal Workshops

From 2001-2009, the Training Collaborative offered a 3-part series entitled Making Good Land Use Decisions. To provide potential attendees with more scheduling flexibility, that series has been broken up into 3 free-standing workshops, each of which is offered several times a year in different parts of the state. Together, these 3 workshops constitute the core training program that is recommended for all planning staff and municipal land use solicitors, zoning and planning board members.

Smart Growth and Community Planning

Smart Growth and Community Planning is led by Grow Smart RI staff, and provides the foundation material that all municipal officials need to proactively fulfill their community planning responsibilities. In this 2-hour workshop, not only will you learn about the development and maintenance of the Local Comprehensive Plan, which is the foundation for all subsequent land-use decision-making, but you will also learn about innovative strategies being used in Rhode Island and elsewhere to provide for the growth needed to support economic development while at the same time protecting community character. The workshop is also recommended for citizens who want to understand the community planning process. For more information, please contact C.J. Writing Sound Decisions

Writing Sound Decisions is designed to help municipal planners, legal staff and boards and commissions write decisions whose content will hold up in court and whose clarity will make them readily understandable for both enforcement officers and property owners.  It is specifically intended to address the problem, noted repeatedly in recent Superior Court and Supreme Court decisions, that written decisions coming out of municipal planning boards and zoning boards do not explain how the evidence contained in the record led the board to reach its conclusions.  Taught by a Rhode Island land-use attorney the program is grounded in Rhode Island law and cites recent Rhode Island Superior and Supreme Court decisions.  The workshop handbook provides both a summary of material covered in the workshop and appendices that include templates for simple decisions, examples of appropriate content for more complex decisions and a glossary of terms.  The workshop culminates in a hands-on writing exercise. The total training fee is $30.00; the fee covers training, training manual, and a light supper. Conducting Effective Land Use Reviews

Conducting Effective Land Use Reviews is led by experienced Land Use Attorneys and Planners, this workshop will guide you through your legal responsibilities as a public official in Rhode Island and discuss in detail the legally required procedures and best practices that should be followed in conducting land use reviews.  The workshop provides ample time for participant questions. The total training fee is $30.00; the fee covers training, training manual, and a light supper.
